Abstract

The study interprets entrepreneurship education programs (EEPs) as part of the institutional infrastructure of university innovation ecosystems and examines their operation in Hungary and Poland through a comparative, case-study-based analysis, with a look at several Western European programs. The research seeks to answer the following questions: (1) how these initiatives fit into national and regional innovation ecosystems, (2) what institutional, governance, and funding models ensure their sustainability, and (3) how they contribute to the development of entrepreneurial human capital and innovation. The methodology is a qualitative comparative case study that compares program logic, target groups, pedagogical toolkits, mentoring mechanisms, and practices for measuring effectiveness. The detailed analysis examines four cases in Central and Eastern Europe: the Hungarian Startup University Program (HSUP) in Hungary; the Aula Polska community model in Poland; the state-run pre-accelerator program PFR School of Pioneers; and the Startup Entrepreneurship course at the Warsaw University of Technology. Based on the results, the success of the programs is distinguished by a combination of three factors: the degree of coordination and standardization, the embeddedness of mentor networks and ecosystem connections, and the stability of funding and incentives. The Polish cases illustrate a decentralized, trust-based, and community-driven approach to learning, while the Hungarian HSUP program demonstrates the advantages and limitations of a centrally coordinated, nationwide scale. By exploring the governance dilemmas of EE programs, this study contributes to the understanding of university entrepreneurship capacity-building in Central and Eastern Europe and draws practical conclusions for improving program design and impact assessment.
