Az „RUB-blokk” öröksége
Integráció és dezintegráció Oroszország, Ukrajna és Belorusszia posztszovjet viszonyrendszerében

Tanulmányunk az Oroszországot, Ukrajnát és Belorussziát történeti-relációs elemzési egységként összekapcsoló RUB-blokk posztszovjet integrációs és dezintegrációs folyamatait vizsgálja. Arra keresi a választ, hogy a szovjet gazdasági örökség, az aszimmetrikus függések és az orosz dominancia miként járultak hozzá az orosz-belorusz integráció, illetve az orosz-ukrán dezintegráció eltérő pályájához. A kutatás szakirodalmi és dokumentumelemzést, történeti-intézményi összehasonlítást, kvalitatív kritériumelemzést, továbbá a Világbank 2010-2019 közötti GDP-adataira és a 2015. évi GNI-adatokra épülő leíró statisztikai vizsgálatot alkalmaz. Eredményeink szerint a közös örökség nem vezetett egységes újraintegrációhoz. Belorusszia esetében a gazdasági ösztönzők, a rezsimérdekek és az orosz támogatástól való növekvő függés a formális integráció mélyülését segítették; Ukrajna alternatív orientációjának érvényesítése viszont 2014-től szuverenitási és fegyveres konfliktussal kapcsolódott össze. A vizsgált tizenkét ország 2010-2019 közötti összesített GDP-jének 70,73%-át Oroszország adta. Az orosz központú intézmények többsége formális-jogi értelemben önkéntes államközi együttműködésen alapult, kölcsönösségük, tényleges egyenrangúságuk és a szabad orientációváltás lehetősége azonban intézményenként eltérő mértékben érvényesült. A formális állami beleegyezés ezért nem azonos a demokratikus-társadalmi és a tényleges külpolitikai önkéntességgel.
