The EU strategy on victims' rights sets out the expectations for the period 2020-2025. Prior to its adoption, the European Parliament, the European Commission and the Council of the European Union assessed the implementation of Directive 2012/29/EU. Better practical application of EU rules on victims' rights is key to solving the problems. In 2022, the European Commission published an evaluation report on the practical implementation of the Victims' Rights Directive, which was also relevant for the Council of Europe Recommendation CM/Rec(2023)2.
